Im guessing there aren't a ton of people that remember/experienced this: Ultima Online had a bounty system, but it was a player run bounty system. You would go to a board and put a name down and an amount. Other people could look at the board, get a list of names, hunt them down, bring back their head, turn it in and collect the total bounty on that player. Also, a player can add to an existing bounty if they so chose.
It was a really cool system.
I don't know if it would work these days, and I am not saying I wouldnt want an NPC type system. I just wanted to point out that a MMO has implemented something like this and it was successful.
